INCOSE-CC Elections for 2021 Board of Directors - Meet the Candidates

Elections for the INCOSE Chesapeake Chapter (CC) Board of Directors (BOD) will be held in November. Volunteers have stepped forward as Candidates for the following positions in 2021:

  • President-Elect: Term is 3 years (President-Elect, President and then Past President)

  • Treasurer: Term is 2 years

  • Communications Director: Term is 2 years.

Our Members should have gotten a Ballot by email. Consistent with INCOSE election rules and standards, you will have 30 days in which to consider and return your ballot.

Running for President-Elect

Mr. Peter Butziger, ESEP

I am a proud INCOSE ESEP member of the Chesapeake chapter and have been inspired by past / current chapter Presidents to submit my name for President-Elect.

My background includes BS Computer Science from ETSU and MS in Technical Management from Johns Hopkins.

I work for Perspecta Engineering and have SE expertise in cloud (ICITE, AWS, AZURE) applications hosting and secure portable architectures. Other credentials include CISSP, PMP, SAFe Agilist, ITIL and Joint Patent holder for secure internet voting (US 7.729.991.B2).  I also have Cyber experience with NSA/NTOC and DHS National Cybersecurity Protection System (NCPS) as Chief SE for an SE&I contract.

Some of my most enjoyable SE moments included: being an instructor for DHS tailored SE Life Cycle and conference briefings on PKI at AFCEA/SPACECOM and NISSC. As a President-Elect candidate, I bring a belief in continual improvement of the art and science of Systems Engineering, belief in STEM activities and willingness to learn from and represent our impressive Chesapeake membership.


Running for President-Elect

Dr. David Flanigan, CSEP

Dr. David Flanigan has worked at the Johns Hopkins University Applied Physics Laboratory for 21 years and supports multiple government sponsors in the early stage systems engineering phases of development. In this position, he often works within an integrated product team structure with government, industry, and academia organizations to plan and execute analytical studies in support of advanced concepts and integrated acquisition strategies.

Before arriving at the laboratory, Dr. Flanigan was a Surface Warfare Officer onboard two AEGIS cruisers and was stationed in Washington, DC and retired from the US Naval Reserves.

Dr. Flanigan holds the following degrees:

  • B.S. in Physics from the University of Arizona

  • M.S. in Information Systems and Technology from the Johns Hopkins University

  • M.S. in Systems Engineering from the Johns Hopkins University

  • Ph.D. in Systems Engineering and Operations Research from George Mason University

He is a member of INCOSE, INFORMS, and MORS.

Dr. David Flanigan is a member of the Principal Professional Staff for The Johns Hopkins University Applied Physics Laboratory and is the vice chair of the Johns Hopkins University Systems Engineering Program.  He is an active practitioner and speaker within the Systems Engineering community.


Running for Treasurer

Mr. John Boccio, ESEP

Mr. John Boccio is an Expert Systems Engineering Professional (ESEP), since 2013, a lean six sigma certified black belt, a Scaled Agile Framework (SAFe) Agilist, and a basis of estimate (BOE) subject matter expert.  He previously served on the INCOSE-CC Board for more than three years including working with the Treasurer by preparing and presenting the Annual BoD Audit Report. 

Mr. Boccio strongly desires to continue his chapter leadership continuing to strengthen our systems engineering community.  Mr. Boccio currently works as a Systems Engineering Sr. Manager, as a Technical Task Order Lead, manager of a Program Excellence Plan identifying and performing process improvement activities, and as a member of a program Innovation Council identifying tasks to convert from level-of-effort to completion-based. 

Mr. Boccio has a Bachelor’s Degree in Mathematical Sciences concentrating in Computer Science and a Master’s Degree in Computer Systems Management.  


Running for Communications Director

Mr. Michael S. AndersonCSEP

Mr. Michael S. Anderson, CSEP, has over 28 years of professional experience performing Software and Systems Engineering duties.  He has spent his past 16 years working as a software and systems engineering consultant supporting the development efforts on a variety of enterprise scale information systems for federal clients.  Michael has an undergraduate degree from the University of Bridgeport in Electrical Engineering. He has an MS degree in Systems Engineering from Johns Hopkins University. Michael has contributed to the INCOSE committee overseeing the questions for the INCOSE SEP Exam and has been an active member of the Chesapeake Chapter since May 2010.
