Introducing the new incoming 2022 INCOSE-CC Board Members
We just finished our latest elections for the INCOSE Chesapeake Chapter Board of Directors. The following candidates won the election and were certified by our Election Committee Chairman. Congratulations to the new officers of the Chesapeake Chapter of INCOSE.
2022 President-Elect
Dr. Steve Biemer
Dr. Biemer is a Systems Engineer for the Johns Hopkins University/ Applied Physics Laboratory. He has over 35 years of experience with the U.S. Departments of Defense and Homeland Security defining and conducting engineering assessments of systems, platforms, and systems-of-systems architectures and networks. He has worked within multiple domain areas, including the intelligence community, cybersecurity, acquisition, and healthcare systems engineering. Additionally, he is an adjunct instructor for Johns Hopkins University, George Washington University, and the University of Maryland.
Dr. Biemer holds a D.Eng. from George Washington University, and two M.S. degrees in Computer Science and Technical Management. He is a member of INCOSE and a co-author of Systems Engineering: Principles and Practice, 3rd edition (Wiley, 2020).
Programs Director 2022-2023
Jason Sohlke
Jason Sohlke is a Senior Systems Engineer at the Johns Hopkins University Applied Physics Laboratory (JHU/APL). He is a former naval submarine officer and has been with JHU/APL since 2008. His experience is varied and deep within SSBN/SSGN submarine operations, Electronic Warfare systems (both ground and air systems), tactical aircraft (including EA-18G, AV-8B, and TH-57), hypersonics, and missile system development (Navy Conventional Prompt Strike and Trident D5II). Mr. Sohlke also has direct experience in DoD acquisition including activities in TMRR and EMD for several programs, including a Navy ACAT 1D program.
His acquisition experience includes SOW/CDRL definition and product review, Modular Open Systems Architecture (MOSA), DoD architecture products and system definition, CONOPS and requirements development/analysis. Mr. Sohlke’s most recent experiences include Rapid Acquisition Programs and Hypersonic Missile Systems.
Mr. Sohlke has a BS in Weapon Systems Engineering from the United States Naval Academy and a MS in Engineering Management from Old Dominion University. He is enthusiastic and motivated toward bringing the very best engineering information programs to the Chesapeake Chapter that can be found in the East Coast region.
Secretary 2022-2023
Jennifer Rainey, CSEP
Ms. Rainey has worked at the Johns Hopkins University Applied Physics Laboratory for 16 years in the field of model based systems engineering. She leads teams in developing enterprise architectures for Department of Defense (DoD) sponsors.
Prior to joining the laboratory, Jennifer worked as a systems engineer for a major defense contractor supporting DoD, other Federal agencies, and local governments.
Ms. Rainey has a B.S. in Chemical Engineering from Washington State University, an M.E. in Environmental Engineering from Johns Hopkins University, and a Professional Certificate in Systems Engineering from Johns Hopkins University.
She is a member of INCOSE and the American Indian Science and Engineering Society (AISES). She is an INCOSE Certified Systems Engineering Professional and is OCSMP Certified at the Model Builder – Fundamental level. In addition, Ms. Rainey serves as an instructor for the Johns Hopkins Whiting School of Engineering.
Membership Director 2022-2023
Mark Kaczmarek, ASEP
Mark has over 36 years of professional experience as a Software Systems and Systems Engineer. He has 21 years of experience at Link Flight Simulation building Aerodynamic and Engine Mathematical Models for Aircraft Flight Simulator Trainers.
Mark has an undergrad from Parks College of St. Louis University in Aeronautical Engineering. He has an MS degree in Applied Engineering from the Watson School of Engineering at Binghamton State University of New York. Mark has been in several Officer positions from 1986 to 1999 for the Southern Tier Section of the AIAA (American Institute of Aeronautics and Astronautics) in New York.
In addition to being the current Membership Director, Mark has been a very active member of the Chesapeake Chapter since May 2010 and has supported the start-up of the UMD Student Division.
