Jeff Berlet is a Director in the Offering & Solution Development organization (Corporate Technology Office) at Perspecta, Inc. (formerly known as Vencore), with responsibility as a Lead Systems Architect/Engineer for large and complex programs within the company’s Intelligence Group and Defense Group. Jeff was recently a Technical Director and Chief Engineer for the Enterprise Systems Engineering & Architecture (ESEA) program. In this role, Jeff led teams of engineers, architects, and information technology (IT) professionals across the company’s largest contract (600+ employees and teammates) to modernize the US Government’s IT systems, and manage their enterprise architecture and technical standards.
Jeff has 25+ years of experience developing and managing information technology solutions. Prior to Lockheed Martin’s divestiture of Vencore (formerly known as The SI Organization), Jeff accepted a four-year overseas management position. He directed successful proposal activities for Lockheed Martin, which led to the award of IT and engineering contracts with the British Government worth £170M. Jeff served as the Program Manager and Technical Director for several programs in the United Kingdom, including the British Government’s largest IT mission systems – the first instance where an industry partner was selected to lead a significant IT development program.
At Lockheed Martin between 2004 and 2007, Jeff served as the Deputy Chief Information Officer for the Management & Data Systems business, and then the Chief Information Officer for the System Integration business. Jeff was responsible for leading enterprise-wide information technology innovation and process improvement initiatives, implementing advanced IT solutions, and developing IT strategic plans to deliver value-enhancing products and services for internal and external customers.
Previously with Lockheed Martin, Jeff held the position of IT Site Manager for Lockheed Martin’s Washington D.C. facilities, which included over 200 Federal Government programs, development laboratories, regional training centers, and over 3,000 IT professionals. Jeff led the development of an innovative collaborative solution for over 1,500 mobile Lockheed Martin employees, customers, and partners. Several of Lockheed Martin’s largest IT and aerospace programs utilized this innovative solution, which was ultimately adopted as a corporate solution.
Prior to joining Lockheed Martin, Jeff served as the Chief Technology Officer for RXVP, Inc., an early-stage IT service provider specializing in advanced information technology and communications solutions for the pharmaceutical and healthcare markets. Earlier in Jeff's career, he held numerous information technology development and management positions within Sun Microsystems, the University of Pennsylvania, and Eli Lilly.
Jeff is a member of the International Council on Systems Engineering (INCOSE), Project Management Institute (PMI), Armed Forces Communications and Electronics Association (AFCEA), and the Society of Information Management (SIM). He previously served as an advisor to the CIO Executive Forum, and was a member of the Eastern Technology Council. Jeff completed the Program Management Development certification program at Lockheed Martin, and is recognized as an INCOSE ESEP and PMI Program Management Professional (PMP). He is also certified as a Lean Six Sigma Black Belt (LSS/BB), Scaled Agile Framework (SAFe) Agilist, and Enterprise Architect Center of Excellence (EACOE) Enterprise Architect.
Jeff holds a Bachelor of Science in Computer Engineering with a Computer Science minor from Pennsylvania State University, and a Master of Science in Computer Engineering (Computer Science and Information Technology research focus) from the University of Pennsylvania.
